The council will consider opting into Proposition 123 Cycle 2, a state housing program requiring filing with the Colorado Division of Housing before November 1. Staff also will seek adoption of an ordinance establishing an expedited review process for eligible income-aligned residential developments, due December 31. A silo at 1790 West 160th Avenue, built around 1948 and the last remaining structure from the historic Nordstrom Ranch, is nominated for local historic landmark status on a 3.16-acre city-owned parcel. Second reading of a code change will require a public hearing before outdoor recreation facilities can be removed or eliminated in site development plan amendments. On personnel matters, an ordinance will align the merit system with Charter changes voters approved in November 2024. The council will also review second-quarter 2026 Human Services spending and programmatic trends.
