The Council will hold a public hearing on the 2027 operating and capital budgets for the city, Arista Local Improvement District, and Broomfield Urban Renewal Authority, allowing residents to comment before adoption. An ordinance amending water, sewer, reclaimed water, and stormwater fees will receive its first reading. The Council will also consider adopting a resolution to direct staff to prepare new ward boundary maps following the 2026 election, as the city last adjusted boundaries in April 2015. On the consent agenda: the Council will consider renewing a wireless lease with Verizon at the Norman Smith Service Center (3001 W. 124th Avenue), updating terms from an agreement that began April 26, 2001 and expires April 25, 2026; approving a conservation easement agreement for Gateway Open Space that would commit $100,000 in city funding alongside $675,000 from Louisville and $2,700,000 from Boulder County; and approving several other intergovernmental agreements and service contracts. Public comment will be accepted during the public hearing.
The council will review three items at this study session. A concept review for outdoor storage at 11600 and 11650 Wadsworth Boulevard will be presented. Alignment of the Skyestone right-of-way in Great Western Park will also undergo concept review. Ken Rutt will present the third quarter enterprise update covering goals and performance metrics.
The Council will hold an executive session to continue discussion of performance reviews for the City and County Manager, City and County Attorney, and Presiding Judge. The session may include discussions of potential contract amendments. The Council approved this session on July 14.
Budget proposals for the city, Broomfield Urban Renewal Authority, and Arista Local Improvement District will come before the council, along with a public hearing on water, sewer, reclaimed water, and stormwater fee amendments. The council will also consider an ordinance aligning the personnel merit system with a charter change and a first reading of a Proposition 123 fast track review process. Action items include first readings of an inclusionary housing ordinance and an ordinance updating gas station setbacks, a waterline construction agreement for Highway 7, final plat and site development plan approvals for UCHealth Hospital and AdventHealth, an update to ordinance 2175, and a first reading to increase the lodging tax.
The City Council will hold a study session to discuss wildland urban interface mapping and recreational vehicle safe parking. Both items are presented by the City and County Manager for council review and discussion.
The City Council will meet to consider a holiday tree lighting presentation and multiple consent and action items. Consent items include landscape maintenance services, appointment to a regional emergency medical advisory committee, a coroner services agreement with Adams County, a sustainability contract, air quality monitoring, and an amendment to the Industrial Lane Bikeway Phase 2 improvements project. Action items include a water supply addendum to the comprehensive plan, ordinances on fast-track review processes and lodging tax increases, a resolution with the Broomfield Housing Alliance, and electronic bike enforcement regulations.
The City Council will consider a third amendment to the 2026 budget. Several consent items are on the agenda, including acknowledgment of a review of social services expenditures and ratification of emergency repairs at the detention center. City Council will hold a special meeting to conduct an executive session on the performance of three appointed officials: the City and County Manager, City and County Attorney, and Presiding Judge. The closed session, facilitated by June Ramos, will include discussion of potential contract amendments as part of the Council's annual review process. The council will consider opting into Proposition 123 Cycle 2, a state housing program requiring filing with the Colorado Division of Housing before November 1. Staff also will seek adoption of an ordinance establishing an expedited review process for eligible income-aligned residential developments, due December 31. A silo at 1790 West 160th Avenue, built around 1948 and the last remaining structure from the historic Nordstrom Ranch, is nominated for local historic landmark status on a 3.16-acre city-owned parcel. Second reading of a code change will require a public hearing before outdoor recreation facilities can be removed or eliminated in site development plan amendments. On personnel matters, an ordinance will align the merit system with Charter changes voters approved in November 2024. The council will also review second-quarter 2026 Human Services spending and programmatic trends.
Two study sessions are scheduled. The first will feature department budget presentations, with staff available to answer council questions after reviewing departmental presentations and recordings. A second session will cover ward and boundary review.
The council will review a proposal for an electric vehicle charging station at 13892 Via Varra in the Broomfield Business Center. The 1.79-acre site would have 6 high-speed dual-port chargers serving 12 public stalls, plus a small amenity building. The council will also hear updates on the Police Department's victim services work, discuss a review of the 2020 Inclusionary Housing Ordinance (which requires 10% of for-sale units and 20% of rental units to be affordable to households earning 80% of area median income), and consider a supplemental housing needs assessment. That assessment identifies needs for greater housing diversity, rental stability, and senior and workforce housing.
Chipotle Mexican Grill seeks approval for a freestanding restaurant on 1.03 acres at 700 W 168th Place. The Final Plat will create two separate lots, with development on the eastern lot. The applicant requests a code deviation to allow parking spaces to exceed the maximum permitted. Ordinance No. 2301 proposes updates to municipal code regarding electric vehicle charging stations, aligning with 2024 state law to streamline review and encourage EV charging infrastructure. The council will hear proclamations declaring September as National Suicide Prevention Month and Constitution Week. A presentation on 2026 Broomfield Days will cover festivities from September 18–20, including Bingo in the Park, pancake breakfast, a 5K run, parade, and entertainment. Public comment on substantive items follows standard procedures.
Several proclamations and updates will be heard: September designations for Caseworker Appreciation Month and Workforce Development Month, and an update on the Scientific and Cultural Facilities District's plan to reauthorize funding ahead of a November 2028 ballot measure. The Parks, Recreation, and Senior Services Department proposes a new fee schedule effective January 1, 2027, with incremental annual increases alternating between market-based adjustments in even years and flat 3% raises in odd years, targeting cost recovery of 50% to 60%. Council will consider first readings of two ordinances: one updating regulations for electric bikes and motorized vehicles to align with state law, and another requiring public hearings for any site development plan changes that would reduce or eliminate outdoor recreation facilities such as pools, playgrounds, or dog parks. Additional items include amendments to the flag policy to allow military branch and POW/MIA flags on city flagpoles and along Midway, a modification to Council Rules to provide scheduling flexibility for budget study sessions, and a drought status update.
City Council held a study session to review the revised 2026 and draft 2027 operating and capital budgets, along with an update on the city's Zero Waste initiatives. Graham Clark presented economic and fiscal factors affecting the budgets and overall fiscal health. The Sustainability Team provided data through 2025 on waste diversion and greenhouse gas emissions reduction, building on updates given to Council in February and May, and discussed next steps for the Zero Waste Action Plan adopted in 2022.
At the August 11 meeting, the council will hear proclamations for National Nonprofit Day and SMART Week, and receive an invitation to the 2026 NatureFest, a free event August 15 at Metzger Farmstead with storytelling, learning stations, arts and crafts, and open space exploration. A consent item on the City Park Channel improvements will authorize use of Mile High Flood District funds for Phase 1 work on this drainage channel and floodplain that runs through Midway Park, Emerald Park, and Community Park from US 287 to Spader Way. The council will also adopt a fee structure for electric vehicle charging stations on city property, with a rate of $0.25 per kilowatt-hour between 5 p.m. and 5 a.m. An ordinance in second reading will allow law enforcement to issue tickets for unregistered vehicles, trailers, and semitrailers parked or driven on city streets and highways. The council will consider a resolution on changing the 17th Judicial District Attorney term limits from two consecutive four-year terms to three, which would appear on the November ballot if both this council and Adams County Commissioners approve it.
City Council held a study session to consider three development-related matters. Staff presented an overview of the city's development review process. Council was asked whether to opt into the next Prop 123 cycle (2027–2029) with the Colorado Division of Housing, which would require filing a resolution by November 1, 2026, and adopting an ordinance by December 31, 2026, to create an expedited review process for income-aligned residential developments. Staff also requested direction on complying with House Bill 24-1313 regarding transit-oriented communities, including whether to create a new overlay zone district and eliminate the existing Interchange Influence Area overlay.
City Council approved hearing officer recommendations on abatement petitions and protest petitions. Council and the Broomfield Urban Renewal Authority held joint executive sessions on August 3 regarding Broomfield Town Square negotiations, with legal counsel present to advise negotiators.
City Council considered two land-use ordinances. Ordinance No. 2306 would require the Land Use Review Commission and City Council to evaluate how rezonings, use-by-special-review requests, planned unit development plans, and PUD amendments affect the city's long-term budget, including demands for public infrastructure, municipal services, and operations and maintenance costs. UCHealth applied for a third amendment to the Northlands PUD Plan to change parking ratios and building height limits for hospital and medical office uses. Council also ratified a one-year contract (Contract No. EX26052) with the Denver Regional Council of Governments for $516,180 in federal and state grant funding to support three programs for residents aged 60 and older: Easyride transportation (which meets accessibility requirements), Caregiver Respite (providing roughly 2,860 hours of free in-home relief annually), and Homemaker Services (a new program offering light housekeeping, laundry, and shopping help). The council proclaimed August as Child Support Awareness Month and Broomfield Government Employees Appreciation Month, and reviewed the second quarter 2026 expense report for elected officials' training, travel, and community relations costs.
Two affordable housing proposals in the Concept Review phase will be presented. Lincoln Avenue Communities proposes a 326-unit apartment complex at 16453 Peak St on 4.46 acres, designed to serve households earning 60% of the area median income. The two five-story buildings would connect via a parking garage, with a separate early childhood education center on site. Separately, Broomfield Post 9565 of the Veterans of Foreign Wars and the Colorado Coalition for the Homeless plan a 60-unit apartment building for veterans at 11700 Wadsworth Boulevard, serving individuals earning between 30% and 60% of the area median income. The veterans project will require rezoning, a final plat, and an urban renewal site plan before development can proceed. The council will also hear a proclamation honoring Project Children and receive the second quarter enterprise update.
The council discussed the Broomfield Town Square project status, including a developer's request for extensions to the Site Development Plan deadline and amendments to the Redevelopment and Reimbursement Agreement. The developer subsequently withdrew the request. The council also received information on Front Range Passenger Rail service and considered two resolutions regarding preferred station locations: one at 116th Avenue and one at Flatiron.
City Council will review the completed 2025 audit by Eide Bailly LLP and consider the draft Annual Comprehensive Financial Report. The Paul Derda Recreation Center's heating, ventilation, and air conditioning systems require phased replacement due to age, equipment failures, high maintenance costs, and carbon monoxide safety concerns; staff recommends awarding a $3,364,151 contract to Happel and Associates, Inc. for installation of modern, high-efficiency heat pump systems. Council will also consider a ballot question for the November 2026 election on whether to change the mayor's term from two years to four years and limit future mayors to two terms. Additional items include amendments to police building construction and design contracts, approval of funding allocations for arts and cultural facilities, and a code change allowing law enforcement to ticket owners of unregistered or expired-registration vehicles.
A temporary 18-month moratorium on data centers will take effect if Ordinance No. 2313 passes its second reading and public hearing. The city currently has no specific regulations for data centers, and the pause will allow time to develop standards before new facilities are built. Ordinance No. 2301 would allow electric vehicle charging stations as a primary permitted use in commercial, industrial, and mixed-use districts. The council will also consider a franchise agreement with Xcel Energy for gas and electric service, to be placed on the ballot for voter approval. A resolution adopting a Model Service Plan for Metropolitan Districts would standardize operations and establish board requirements, including mandatory taxpayer representation and limits on debt and developer financing. Two additional routine items are on the agenda: a proclamation designating July 2026 as Park and Recreation Month, and approval of a $1,500 sponsorship for the Louisville Turkey Trot 5K to benefit Community Food Share.
