City Council will review the completed 2025 audit by Eide Bailly LLP and consider the draft Annual Comprehensive Financial Report. The Paul Derda Recreation Center's heating, ventilation, and air conditioning systems require phased replacement due to age, equipment failures, high maintenance costs, and carbon monoxide safety concerns; staff recommends awarding a $3,364,151 contract to Happel and Associates, Inc. for installation of modern, high-efficiency heat pump systems. Council will also consider a ballot question for the November 2026 election on whether to change the mayor's term from two years to four years and limit future mayors to two terms.
